Scooter Throttle Stuck

I have a buddy 125 and when I start the buddy it kicks into gear 1 and starts going. Not sure how to fix that. Might have to adjust the throttle cable?

So after some investigating I opened the cover inside the seat bucket and found the boot on the throttle cable stuck on the upper edge of the throttle cable preventing it from fully receding and keeping the throttle pulled this engaging the clutch and tire.

I reached out to Scooter West for a replacement boot. Hopefully they can help me out.
